Rad's sparkly stuff makes flubber rave like crazy, it sets up a whole improve dance beat and everything. Rad joins in and soon everyone is dancing, having a great time.
Perhaps cookie wins, because he started the dancing, but to me it looks like...

LoudKid has some crazy combination of Beatrix Kiddo's battle biker outfit complete with a Hanzo sword, and either a gentleman or a magician. You can't completely count out Bongardo though. Spell books can be pretty godmod if they are the right ones.
I gotta go with Loudkid on this one simply because as much as I hate to imagine what they book can do, he could be magic and could have trained with Pi Mei.
