Nightsky Mechanic Squall can do almost anything but he can't learn over 100 of the same spell. stickdude I learnt how to waltz in about 30 seconds. o wo I'm now regretting taking swimming over dance. I have been ondering this... TELL ME YOUR LIFE STORAY NAOWZ!

Squall actually explains later in the game that the SeeDs all were taught skills such as dancing as a part of their training, in the instance that such abilities were required for blending into parties or other gatherings where their missions might take them. This leads the keen observer to believe that Squall's initial awkwardness in the waltz scene stems not from a lack of dancing skill or knowledge, but his own indecision on whether or not to commit to the dance and use said knowledge/skills properly. In essence, he's like a child tugging at his mother's arm and dragging his feet because he doesn't want to go somewhere despite her insistence...sure, they could walk, but they stumble and drag their feet because they don't want to. Once they accept that there is no getting out of it, though...or come around and decide they want to do it...they can walk perfectly fine. Squall exhibits similar signs before (note how awkwardly he walks when being drug onto the floor) entering the dance floor and after (his obvious displeasure early in the dance, the lack of effort and quick willingness to give up before being convinced to stay) the dance starts. The moment Rinoa seems to win him over, though, and he commits to the dance at the crescendo of the waltz...he's perfectly capable, displaying the aptitude that he later hints at having.
From all the nonverbal evidence alone, therefore, we can assume that Squall did indeed always know how to dance...it was just a matter of opening him up enough to try.
