"That's an excellent idea!" P-51 jumped up right away, her pigtails bouncing crazily. "Where should we go?" she squealed in delight, running in to her office to get out her map of Byako, and spread it out onto the floor, pushing her desk back up against the wall in order to have enough space for it.
It was blanket-sized, and consisted of crudely-crayon-drawn maplets in various colors, all taped together into a very uneven mass of locations. Of course, she had made it herself. Every time she had visited, seen or heard about a new location she'd drawn a new addition and added it in. Of course, some locations had been re-located several times, to make way for others or just because they didn't seem to be where she'd thought they were at first anymore.
And it certainly didn't have everything. But it was a large map with many many locations on it, and P-51 sprawled out on her stomach next to it. Looking closely at one side, she reached out and poked a couple places where the map wasn't laying flat, and then got up and bounded over to the other side to squat down and examine the whole from a different angle.

"Notta clue!" P-51 exclaimed cheerfully. Then she leaped up and struck a mock-dramatic pose, pointing up towards the ceiling for no reason other than she'd seen people do that in TV shows. "Therefore, this will be a major quest for the Moonwatchers!"
She ran to her desk and jumped on top of it, reaching behind and just barely managing to get a particular drawer open (because she'd pushed the desk back so close to the wall) and she fished out a number of collectible figurines. Of course the figurines were all Jarians, and she took a minute to line them up on the desk.
Then she pulled a kazoo out of her jacket and used it to give a few obnoxiously shrill notes in a particular sequence, and stood for a moment, waiting. Soon, every Moonwatcher in the building came crowding to the room, but they couldn't all come in without stepping on the map their leader had laid out on the floor, so they blocked the doorway entirely and waited for orders.
P-51 walked back and forth in the narrow floor space in front of her desk that wasn't covered in map, and assumed the attitude of pretending to be an important general, holding a big fat marker in one hand and using it to every now and again hit the palm of her other hand.
"Moonwatchers!" she said, "We are faced with a terrible-awful crisis! We have a shortage of Jarian autographs! Not only that, but Jarian sightings have been way way down lately!" (and here many of the Moonwatchers nodded and muttered agreement) "We have all been slacking off! We have all been far too complacent, sitting on out butts and reading fanfics! Of course, that one by KriaeGarunna was really good, and the art with it, was just-" (and here P-51 paused for a brief facepalm to knock herself back onto the matter at hand) "Nevertheless! Moonwatchers, faced with this serious crisis, I find that we have no choice but to go out and combat this shortage! Yes! We must go forth and seek out the autographs we wish to find! We must seek out the Jarians! No matter where they are, if enough of us go to enough places, we ought to be able to obtain more autographs for the glory of the Moonwatchers and the promotion of Jarian fandom!"
The Moonwatchers present cheered until P-51 silenced them with a wave of one hand.
"Therefore! We will all go out in groups of two, seeking Jarians and their autographs! I will assign you to go out to different places to search for Jarians, and if you are unsuccessful, then pick some other nearby location and keep searching! Meet back here when you have at least one autograph each group!"
She picked up a figurine from the desk, and tossed it onto her handmade map at random. Fortunately, these were chibi-style figurines, and made of durable plastic as well, without many small parts that could break off easily.
"You two! Yes, you and you! Go to... (she looked again at the map to see where the figurine had landed) "the Plushie Palace!" The two Moonwatchers she had pointed out offered poorly-executed salutes and then left, allowing more Moonwatchers to take their places in the doorway.
Throwing another figurine and then observing where it landed, P-51 issued another decree: "You and you! Go to the Library!" and the two she pointed at left like the first two had.
P-51 assigned 5 more groups, sending them off to: The Main Gate The Dessert The Alkemist Mecha Main Street The Railroad
