Cecil laughed and laughed when the two genin spoke."I like you two a lazy guy and a guy who looks like s**t, but both with some spunk. Granted you'd be dead wrong if you think you could kill me but we'll ignore that for now. We are gonna have a little test to determine if you two are even worth training, its gonna take place at the Sealed Dragon. Its a airship in the sky first test is to actually get up to it any way you can. We'll do the real thing up there though." When Lillian came in that is when he truly smiled, out of all the jounin in the village she was his favorite. She had undoubtedly killed her two squad mates to get jounin, that was none of his concern. He liked her personality and as an opponent she was a good match, though he had ways of winning against her should he need too. "Lillian it's nice to see you too, and as always your tattoos are a work of art. After all the more beautiful something is the more deadly it is and I think that fits you so perfectly. Because they are hard as steel (and can be as hard as hyper diamond at Kage), these bones can act as a strong defensive mechanism against incoming strikes. Due to this they will also serve as an offensive attack to allow Kimimaro to move with little effort to impale his opponent.
• Your bones aren't the only part of your body that are resistant. Your skin and flesh are both highly invulnerable to a certain level of physical and elemental damage. Your skin feels and acts like stone; it's like a hard outer shell that defends you. You can have a sword lodged into your throat but from the average ninja, it'd take many seconds to pierce all the way through. You're a moving tank. When you've mastered Senpou Kaguya, your skin becomes as tough as corundum.

Gleefully tossing Tenrai out as well with Cecil, Enma focused his attention to the Shogun. "I'm not suited for this job. I've never been one for fronting like they do," he sighed, slipping back into his seat. Showing off power, authority, and whatnot... what's the point? He knew he was stronger than anyone else, but he never sought to actively make a display of it. Kids these days... he just couldn't understand, can't they all just be friends. "Anyway, Kiyoko...-sama, I'd like to run something by you. I call it the Global Friendship Initiative," Enma smiled widely, genuinely excited to finally get to present his plans as the Raikage.
My oh my had things become busy in such a short period of time. What was originally just three turned into six, or twelve if you count the statue like guards. Kiyoko simply observed the up and coming little shinobi in their natural habitat as they engaged with their Kage and kept to herself even though several times she would have preferred to act out, but alas she stood and smiled. However, whenever she tensed for a brief moment when she had the impulse to take action, the guards also noticeably tensed as well, however, they gave off the feeling of being more.. scared than angry.
After all, their only reason for being here was to not protect Kiyoko, but to protect others from her, the violent, destructive and ill-natured being that she was. Eventually, things began to calm down as people began to leave and clear up space in the office, and eventually the only ones left were herself, Enma, and Tenrai who was to be on his way out. Oh, and the guards of course, but do statues really count as people? Enma focused his attention on Kiyoko and began to express his feelings towards his job to which in turn she pondered the idea of removing him from his position if he dreaded it so dearly, but alas she didn't take action on and let it die as it was, merely a thought.
Following this, he spoke to her once more, however, it was noticed he did so with reluctance towards addressing her properly. Global Friendship Initiative? Kiyoko had half the mind to simply stop him right there based purely on how preposterous, retarded even, that sounded. "Globabl Friendship Initiative declares the guy who just sent an asset to spy on an allied country." She raised a hand to her lips as she chuckled quietly to herself. "Very well, continue."
Oblivious to the sarcasm, Enma smiled and went on. "Yes, it's all in accordance to the greater good!" He stood up and took out numerous charts and papers from under his desk which he had brought from home, illustrating the logistics of his vision, the village's funding, and other official forms which would need to be filed. "This is a strategy to bring prosperity to the world, all villages and nations standing together as one! I've broken it into four general steps before completion," he said, turning a page and presenting forms for chuunin exams. "Part numero uno of the plan is called 'Getting to Know Each Other', where we first try to understand the culture and status of our fellow villages via recon and spying. I hope they spy on us too, actually, so they'll understand what good people we are!" Enma shuffles through the papers and large charts, and holds up a large sign with 'PART TWO' written boldly upon it. "Next is the 'Meet and Greet' where we announce a chuunin exams together with our neighborhood ninja villages so that we might come together and form unforgetable bonds in the heat of battle as our next generation all strives to better each other in friendly competition!" Next page, 'Foreign Exchange Program'. "Now, at this point we're all acquainted, we invite some of them over to our home village," Enma said, stretching out his arms in a gesture to the window which overlooked the whole mountain. "Kumogakure! Once they come and see how great it is, they'll never want to fight us!" And, as he was now beaming with such hopeful gleefulness, he brought out the final slide of his show. "And part four is when we invade Otogakure and unite the villages under a single nation."
Looking up from his documents with hopeful eyes, Enma waited to see Kiyoko's reaction, whether it was positive or ecstatic. Of course, while he was counting on her cooperation and would prefer to have the Shogun beside him as he acquires world peace, he was not against doing so with her six feet beneath him instead.
Silently walked in the small female Lillian to the office where the Kage had just seemingly finished debriefing the Shogun on his plans that were clearly lusting desires for war which was grounds of treachery on the people of Kumo by threatening their lives and assets for no real assets or guaranteed victory. More than that it was a direct insult to the people of the neighboring village as it was threatening instability in the entire continent.
She carried her bright golden umbrella with its black stim and red trimmings. Looking over to the Shogun she wondered what his response would be. Surely she would not support such actions. Lillian did not and blatantly looked at the Kage with disappointment. "I understand killing when killing is necessary. I do not understand killing for killing sake. This is simply idiocy. For the recon mission I just conducted... you had better offer up something pretty damn compensating for me to knowingly allow such actions to take place." She stated and she was not playing around. If he thought he could simply bully her into doing what he wanted here, he was wrong. Dead wrong. If he wanted the information he wanted. He had better offer up something very rewarding. From the moment she entered the office her tattoos flared.

When Enma proclaimed it was for the greater good and then began to pull out papers and charts to further explain his plan, it was only now that Kiyoko had realized that this man was actually being one-hundred percent completely serious. To be completely honest it left her standing there with this look of disbelief plastered on her face. She would have interrupted him before he even began this lengthy explanation but she was too shocked to do so at the time. Kiyoko took a moment to regain her composure, for the most part. As much as she tried to conceal it, it was obvious that she was quite vexed. The Shogun placed her hands on her hips as she began.
"Part One would only work if you don't get caught. If you do, then not only would you turn our allies against us, but would incite them to join our enemies to lay waste to our lands in an all out war that favors their side heavily." Kiyoko removed one of her hands from her hip and held it to the side with her palm up as if presenting something as she continued on. "Part two would be a brilliant idea if that wasn't already the main purpose of said event. The villages may guise it as letting Genin experience new things with other shinobi from the different villages in an effort to develop them, but in truth, that's just the facade we make it out to be. All the Kage and Shogunates know that the true purpose of such an event is to evaluate the strength of their allies and enemies while grooming their armies. Excuse me, every Kage but you it seems."
For some reason it seemed like she could go at this forever given how heated she was getting about the subject, but for whatever reason she took a brief moment for herself and finally let out a long exhale, seemingly having calmed down somewhat. "Look, I'm glad you're all gung-ho about your position and all and it seems you easily get over excited, however, you can't go about things this way. You're aware of our ancestors yes? Remember Kleine? He tried to do things your way, just a bit more straightforward than you is all. Remember what happened? He ended the world because he tried to obtain something that could never be reached. The way things are now is the best."
Kiyoko placed her hand back onto her hip and gave Enma a very stern look, and along with this look was an obvious change of atmosphere within the room. Inside the office was a palpable tension, and Kiyoko wasn't holding anything back. She was making herself clear. Either he ceased his shenanigans or she would be forced to stop him. If he had any form of chakra sensing Enma would know hers was running amok currently, and the look in her eyes says that she was more than ready to kill.
"If a reason to fight is born, then we do so, and we kill without mercy. We're not about to try this one world power. Think about, if we controlled everything, who would be left to fight?" Not backing down from her aggressive stance, Kiyoko turned her "gaze" towards Lillian. "You will report what you found to me. The little monkey over there has lost his privileges for the day. Come."
The two ANBU escorts who had entered the room first and were currently guarding the door walked over to Kiyoko's side, and the two that were attached to her elbows put themselves in between the Shogun and the Kage at the same time. It was apparent this meeting was over and she was making her exit. Kiyoko turned towards the door and began to make her way out, however, she never took her "eyes" off of Enma for even a second. After what he tried presenting to her today, she found it clear that she couldn't afford the luxory of giving him slack on his leash. [potential exit unless attacked.]
"So you admit that unification would bring peace," Enma muttered, his own chakra swelling up. Lillian being here was a bother, though honestly it likely bothered Kiyoko more than it would him. "Yet you'd deny the most efficient solution, you warmonger." Pressing his palms against the desk, a cracking began to originate along the wood, orange and hot, destabilizing it. Noticing the smoke, however, Enma withdrew his chakra. Besides, violence won't solve the problem. It is a shame the Shogun had to be so small-minded about the matter, but nevertheless he had time. He leaned back, took a few breaths, and remained cheerful and friendly.
"Lillian, you'll get the standard pay for A-Rank missions, don't worry," Enma smiled. "And you report to me, not her." He never intended on bullying anybody. Lillian would get paid the same as anyone else for their workload, he simply had a problem with her asking for a special extra. Fair's fair. "As for what you just heard, I'd honestly like to avoid killing altogether. But so long as we're divided, war is bound to happen eventually, whether it be this moment or years or decades from now. Unless we wage it on our own terms, collateral deaths will be unavoidable." He didn't expect Lillian to accept his point of view, or to sympathize. He simply wished not to be misunderstood, his goals misconstrued by partial information.
Lillians tattoo's danced across her body as her eyes shown bright. "She is the shogun. You are the Kage. You are only a general in comparison to her. These are her lands." Lillian stated as if explaining to a child, "If she tells me to report to her, then a soldier listens to the higher up, not the lesser of the two. I will be reporting to the shogunte. You lead her armies. Not your own army." With this she looked at the shogunte and saw the chakra. It was massive and unavoidably terrifying though Lillian kept her composure.
She gave not a hint away as she smiled with her umbrella clicking away on the floor. "Lead the way Lady Shogun. I will inform you of what has been found." The real question was the Kage had lost his privileges at the moment. This could spell disaster for the village in terms of decision's being made. She hoped the elders would be informed so that they could take over momentarily. With that she started to leave but knew exactly where he was. So even if he did try something, it wouldn't be pretty for him. She was done entertaining the nonsense of a tyrannical madman for the day. Maybe he was just off his meds for the day.

Once the office was clear, Enma laid back and sighed. "What's the point of being the general if the king decides to take the wheel... Ah." As if realizing something, Enma struck his palm with his fist. Of course. He thought to himself. Just as a world divided cannot be at peace, a nation divided cannot flourish. He'd bide his time for now, until he might unite the powers of the Lightning Country. He was never one who felt he had the qualities to rule, but now that he was in his position, he would not simply allow the evils of the world to go uncorrected, to let the disease of division fester into death.
Noticing the man attempt to grab him once more, this time to throw him out with Aydan to head to the squad leader, Tenrai merely sidestepped it once more. Giving the man a blank stare he watched awkwardly as the two other people in the office bickered and complained back and forth before the Shogun and the Jounin left. Reaching up to scratch his head lightly he backed up towards the door before speaking towards the kage in a bored tone. "...Attempt to touch me without my permission again, Raikage-dono or not; I'll break your hand. Have a wonderful day." With that said he'd leave the office before making his way out of the building, heading towards the place his "jounin" sensei told him to.

Passives • [BLOODLINE] Copy Cat: Over time, fighting an opponent will give you much more insight into their moves and their particular style. This--in turn--makes you more and more effective when fighting against them as the battle progresses. While many bloodlines favor a quick and easy kill, the Kiseki no Sedai cash in on long, drawn-out battles, and can quickly overwhelm an opponent that has battled them for too long. Essentially, this translates into stat boosts and perception boosts against an opponent they've been facing for extended periods of time, as modeled below(all stat boosts are past the cap):
At five posts, you may also duplicate one move from their arsenal that they've used against you and use it once. It retains its original chakra costs, but for all other intents and purposes, is considered a bloodline skill. Unlike the ability 'Kise', this can be used for any skill the opponent has used against you during the fight, unless it's a bloodline/clan skill. Even skills that your class would normally be unable to perform are temporarily usable with this ability.
• [BLOODLINE] Emperor Eye: Members of the Kiseki no Sedai have an odd sort of...dojutsu. Vibrantly glowing rings will form around their iris in an enhanced color relative to their original eye color. The Emperor Eye has a particularly strong ability that it gives to the user; the ability to view the flow of an opponent's energy, how it reacts with their muscles and their brain, effectively giving them a fourth-second view into the future of an opponent's moves. This clarity gives them an incredible advantage in single combat, and is one of the reasons that they're so difficult to defeat in battle. This reading of energy flow is one of the main contributors to their success with the copy cat passive, as it allows them to quickly recognize changes in the flow of an opponent's energy and identify patterns and biases using those changes.
• [BLOODLINE] Unprecedented Skill: After years of practice--and an insane amount of natural talent fueling you--your moves have become so fluid, so refined that opponents somehow find it difficult to keep track of you. Almost as though your movements were so natural that you seem to blend in with the background. As a result you constantly have the stealth benefits of an Assassin class shinobi of three rank lower than yourself. If you are of the assassin class, this bonus is extended to one rank higher than your current rank. This passive stealth ability seems to make it exponentially more difficult for opponents with dojutsu to keep track of you, as your movements seem to flow into multiple different directions, the practice of your muscles enabling you to burst into an entirely different movement seemingly upon a whim. With so many different outcomes from one single movement, dojutsu users naturally find you exceedingly difficult to deal with. • [BLOODLINE] Midorima [Passive] - ??? Chakra A variable chakra skill. At base, the shinobi's throwing accuracy and range are dramatically increased, able to throw projectiles and hit targets from nearly an entire thread's distance with pin-point precision. Chakra expenditure allows this skill to be applied to projectiles, be it kunai, shuriken, or even other techniques, to transform them into extremely fast, forceful versions of their original selves. For example, the Stone Pebble technique could be made into an extremely deadly, skull-piercing projectile with around 20 points of chakra expended. This is a very creatively used ability, and it comes down to the user's imagination to best put it to use. • [BLOODLINE] Kiyoshi [Passive] A peculiar skill that allows the user to near-instantaneously change their plan of action and begin an entirely new motion before the first was completed. A perfect skill for catching opponents off guard, as most shinobi are forced to complete something like the swing of a sword before switching to a new action. This skill allows for some very marvelous turnarounds. For example, a lightning-fast charge could be near-instantaneously turned into a backflip to dodge the opponent's countering sword slash. The trick is in the user's muscle and chakra control, allowing them to instantly tighten and loosen their muscles in order to make a completely different movement in a normally impossible situation. ...This village is going to implode with narcisism. The Shogun who so easily dismisses her Kage, the genin who act so arrogantly without knowing their weakness, and the jounin... well, they were alright most of the time, but Enma really did want to run a dictatorship sometimes. But that's not the friendly way. He had little doubt about his ability to win a war with his fists. It was simple, find the bad guys and kill them for friendship and justice. Now it just seemed like everyone who should be friendly is now an enemy, and all the enforcers at his fingertips weren't fit for handing out justice in its most righteous form. That all would be fine with him if he were not bound by this office to not beat the crap out of those before him... actually... why not? With that thought, Enma up and left to see Cecil, the first on his list seeing as Lillian and the Shogun are out.
Compared to the economic powerhouse known as the Village Hidden in the Sound, Kumo was a starkly more boring place. Katherine slipped into the village quickly and quietly, silently observing the villagers and their goings on. It was mdoest, and that she could respect. The people were happy, and the shinobi she eyed seemed to be... at the very least interesting. She couldn't accurately guage their strength just from looking at them train in the village however. Kat allowed herself to observe not for long however, and continued on her mission. By not long, she meant the seconds as she sprinted along silently, taking in what she could. She had to stay ahead of time. She flew mostly under the radar, which was a nice stroke of luck. Rare was the shinobi who could sense chakra, and she did her best to stay clear of ninja in general as she moved along. Killer Queen was always ready to defend herself, always alert however. Concealment could only do so much for a person if they weren't. She neared the building where the Raikage resided, now on a rooftop off the main roads. She observed no outer guard to speak off, based on [the first post and also posts within the thread] and so she figured the guards were inside rather than out. Made her job easier. Silently she approached, fast as a bullet in addition. The Densetsu climbed the outerwall silently, looking to avoid making a sound, and avoiding windows until the one very Kage's office had to overlook the village. Easy day, the kage thought to herself seeing he was not inside. The roomw as empty now, so she made quick work of the lock, silently picking it and slipping inside, casting cautionary glances out the back window and then drawing the curtains just as slow and quiet. After that she turned on her heel stealthily and her mouth all but hit the floor at the sight of all the charts, graphs and things she found just out for the world to see.
Kat silently read everything before her, eyes faster than her body taking in all of the information as a sickly smile played on her lips. Village funding was here. Information on his shinobi right here. Plans for... recon and spying... chuunin exams forms... and a plan to invade Oto? The Global Friendship Initiative. He was already in phase one, possibly showing someone esle. She didnt have time to read specifics. Instead deft hands quickly rolled all of the plans, the paper on the villages funding, and charts up in scrolls, which she held safe and snug inside of her shirt, held to her body by the Obi. Before her silent shuffing made too much noise, she left a playing card on his table. It was the Queen of Spades, though the spade was replaced by a are black "K", a sort of message to Enma when he finally returned. Written in red on the card: "You've really gone and ******** yourself now haven't ya?" With that, and the impending lockdown due to the method of her infiltration, Katherine slipped back out, leaving everything but the missing papers as they had been and smiling like a kid in a candy-toy-video game shop. Enma, seeing as his village wasn't particularly the most active, simply came back to his office. There, he found his door open, though it wasn't as if he remembered to lock it all that often anyway. Almost immediately, he noticed his things were out of place. Someone else might've just seen a mess, but he knew the condition of his mess, and this was wrong. He saw the card, read it, and smiled. They've come to play~
Gathering natural energy around his body, into his brain, he heightened all his senses and took a good whiff of the card. He tasted it. Even if they wanted to, an properly trained covert agent couldn't hide his scent... or her, in this case. There was always a little bit of them left behind.
In all honesty, Enma wasn't upset that his plans were found out. It was just one of those things. Besides, even if they knew, why should it matter? However, he couldn't let the guest leave before he greeted them. It wasn't proper manners.
Opening the window, sniffing the air and finding the direction of his lady friend. Removing his kage robes and hat, he jumped off, wings sprouting and, a moment later, he would seemingly fade into a shimmer, his skin becoming camouflage.

Transformation: Camouflage: A simple technique, the user's skin and hair becomes reactive to light and the environment, turning the user semi-invisible to the common eye, making them hard to spot when they hide. Not only this, but because of it isn't just pigment, but also natural energy which is cloaking them, chakra-sensory or sight won't help in spotting the user. Smells, sounds, and the natural senses still work as normal.
