I think it's just the time period. Code Veronica clothes were in Style back 'in the day'. So I'm gonna give it a little more leeway. I think they should have made her run around in Prison clothes myself. But, hey, whatever works.

Better question, what the hell is up with those little wrist straps that Steve had? I mean, they would look cool if he wore gloves. Instead, he just looks like... Well, a fashion disaster, worse than Alfred in a dress.

Actually, Alphred looked pretty dapper in that dress of his. As for the wrist... things. I believe they were to make him look like a rebel. You know, a REAL bad boy.
