She's always struck me as the kind to be always serious or completely not-serious.

I do think she can be fairly pleasant and normal, but mostly at home when she's relaxing. She doesn't need to be all serious in front of subordinates, but at the same time, going wild is really only fun when you do it with others. ^^ She'd probably be pretty normal if she had a guest over and was serving them coffee/tea or something.
