Probably. XD Depends on the current portrayal; she's also the character most likely to be manipulative or just plain scary, but she is the Youkai Sage...

In one of the newer M1 videos I believe Reimu referred to her as, and I quote: "b***h-pig-s**t-hole-manipulative old hag"

That might not be a literal translation. XD But... it's true that one of the most common interpretations is Yukari messing with Reimu, yes. She can also be completely awesome, though. *Goes to find pic*

Maybe not literal, but from what I remember of the words she used, I'd say it's not far off. XD

Yukari steals food, gaps all over the place, doesn't wake up when people need her, and otherwise causes lots of trouble for basically no reason. XD As the most powerful (probably) spirit in Gensokyo, well... yeah.
