I think that there's a teacher in Rain, but they're not on right now. And we can always get somebody to train us personally, I suppose. I was the 7th Hokage a year or so ago. I got connections. You aren't allowed to learn anything on your own until you become chuunin. You need a teacher for any rank below chuunin.

I think I'm gonna stick in Rain though. I at least know Wings from a while back...and I suppose Jedi can help me if I ever decide to learn Chidori in the future. He also has my old Silver Byakugan...
