I think he means like leaf goes to war with Rock with the crew having the intention that Rock loses, then Leaf takes it over, taking the same name as Rock, but really being a Lesser Leaf Village. Kinda like a real war. Win the fight, take the land.

it's just an Idea but leaf is popular so just having hte words (Under Leafs Control) Will cause people to want to join that village

Who cares We could just say there was a war to prevent confusion because war gets confusing I say we just say under the current panic of the angels the Leaf village has obtained information of the Rock being part of a plan to cuase a shinobi war and the leaf takes the village make a Leaf Village(Lesser)
