In that link it mentions the Light Ball as one of the obtainable items through the Dowsing machine. But I've used Pikachu on my team without one and it can fare pretty well.

Can't evolve, can't be traded, and I don't think it can be used in the Battle Frontier.

I wonder if I should just wait for the obligitory third version

I doubt they will make a third version. They didn't make a remake of Yellow.
