I plan on raising unconventional Pokemon.
Pokemon you wouldn't expect, with lots of attack power and crazy moves.
Say is there anyway to get the TM Zap Cannon in DP?

I can't recall... no, and its not on the list of tutor moves for platinum, dont know about emerald
