And if it does when and where?

As far as I know all US and Canadian distributors have lost the licenses to it. The US and Canada are the big manga and anime translation, license purchasers, and distribution sources in the west. So if the US and Canadian companies lose the licenses its a good chance there wont be anything airing outside of Asia. As for Sailor Moon I haven't even the faintest idea if it's actually aired or sold outside of Japan. Chanses are you need to buy from a Japanese distributor to get the DVDs or manga.

Probably because Sailor Moon was cancelled a while ago and it is not on t.v. anymore. Though you might be able to find the manga and animes at stores. But like Ryuondo said you probably have to buy them from a Japanese distributor.

Mexico has lost it too. There was a rumor that Lithuania and Estonia air it, but I seriously doubt it. Someone may be trying to play the "I'm smart by saying something that no one will be able to challenge" card.

AH! But you might be able to find some episodes on youtube that are in english ^^ i went though some onetime looking for one of the episodes with Prince Diamond in it *i think that's his name*
