The coolest? Definitely Motoko Kusanagi...aka The Major from Ghost in the Shell...I like all incarnations of her, though I think I like the SAC version of her the most.

She's very much the badass.
I am also rather fond of Holo from Spice and Wolf. She's rather crafty and wise. She's made me fall in love with the Anime at first episode! heart
