Something WEIRD is going on With Ian and Rufus

Honestly go into Barton Boutique and try talking to them. they're both Mute but they have read "!!!" bubbles next to the "Talk to Ian/Rufus" buttons.

I thought it was a Glitch or something but it's been going on for two days. Can anyone esplain?

Are you doing the garage quests?

Different NPC's are 'in charge' of different parts of the quest which would explain why different people are getting the red !!! with different characters.
