Okay, Im confused on what your question is.

But you can delete a topic in a subforum, by clicking on the topic then scrolling all the way down to the bottom. There should be some icons on the bottom and one of theme is a delete. On is a lock, so if you see a lock then you are in the right place. I forgot what the icon looks like, but its easy to get to.
