ABOUT TRICK OR TREATERS:
Trick-or-Treating is an official job for Halloween citizens. Their specialty is infiltrating the human world, pranking, scaring, and bringing sack-fulls of sweet, sugary loot back with them. Do they only have a job one night a year? Not-at-all! Time moves very, very differently in Halloween, remember.
This is what most people see when they look at ToTers, merry pranksters that show at the oddest places and at the oddest times. Adventuresome daredevils, sneaks, and henchmen with an all-access to pass to various worlds. This image is the truth, but beyond that lies another truth. Trick or Treaters are part Indiana Jones, part vicious social networking. Some members join for adventure and thrills, but others join for information and the power it can provide.

A coalition is a pact or treaty among individuals or groups, during which they cooperate in joint action, each in their own self-interest, joining forces together for a common cause.
They get paid less than boogeyman, get less respect and awe, and the official benefits officially suck. But while boogeymen are around to uphold that law and order of Halloween, ToTers are out and about courting danger and wreaking havoc for themselves.
Trick or Treaters all have their own person agendas that vary greatly, from simply collecting minipets to all-out world domination. They use their access to other worlds and each other, to further these goals, sometimes helping other Treaters along the way. Recruitment and mentorship are an important part of ToTing, as they can greatly expand a Treater's power and information base.
As far as organizations go...it's not terribly organized, which is one of the ToTC's greatest strengths. The webs of power are so mixed and tangled, if hard to tell who is pulling whose strings. There are public officials and representatives, but much like their image, the these people are both a true authority in the Coalition but also only a part of the full picture. In addition, while there are publicly known ToTers, there are also those whose true identity is unknown, and are only seen in masks and illusions.
Perks
Trick or Treaters get much more freedom to move about in the human world than other Halloween folk, with the exception of Boogeymen. In addition to this, they have various...secret and slightly illegal ways to access other holiday worlds. The Halloween government also gives them a certain amount of leeway in legal matters, provided that information and services provided by the Coalition continues to exceed the inconvenience, paperwork, and headaches also provided by the Coalition.
