If you don't really talk with her much now, you don't have much to lose. I say go for it.
Make sure she knows you're asking her out properly, don't let her think it's a friends thing, once she views you platonically it's almost impossible to change that - and don't ask her to a movie. Coffee or something.

Pretty much...I mean just strike up a conversation. If you have any similar interests that you're aware of...then that's a good point to start. You don't have to go out guns a blazin and sweep her off her feet (unless you want to!). But showing interest/communicating is pretty much the only thing that'll make things happen. Once you talk for a bit you can always steer the conversation to hanging out, talking more, shopping, lunch, whatever the hell else you kids like to do nowadays. I would also steer clear from movie theaters cause while it's nice to try to hold her hand or w/e, getting to know her better in the daylight and sunshine sounds nicer. Also better ops for photos which are nice. ^___^
