in design, or art in general, there is this idea that when people look a a piece, thier eyes follow certain things and directions depending on the colors and shapes.
People look to the center at first glance. you have a bright, cyan swirl in the middle, which draws there eyes around to the upper left and down to the title. However, Red attracts the eyes, and do normal objects in abstaract designs, so before you can ark down to the title line, you are pulled off of the swirl to the eye. (missing the title) then the eye stops you a bit.. my eyes want to move to the other reds and the dark blue on the edges after I see the eyes.
I finaly have taken in everything except the cyan swirl on the right and the title.. I glance at the swirl since it comes from the eys and is bright, and then I look at the title because I don't know that is there.
If the title ought to be the focus of the banner... then no, it doesn't work. you are least likely to see the words with the way that is set up right now.
how to change this: shift the balance of the colors, make the eye less vibrant, a darker red color. Change the title to a more neon color.
However, this is for a guild. if it is a banner that alot of people will see over and over, the interesting thing I noticed is this; after seeing the eye and the swirls the first time, I am not drawn to look again. now, I know where the text is, and I jump to read it because I am not interested in the background a second time.

It is interesting, nonetheless. You maybe should have a focal point. Also, a font that is close to the swirling red designs, for harmony, with a coordinating color. blaugh

Actually my eyes were drawn to the text first. The teal border around the edges is a nice contrast to the rest of the peice. Though, it can be a bit brighter to make it further stand out. Also, where did you get the background from? I'm guessing either a star ocean peice or xenosaga.

the image itself seems very...messy. to me the eye seems very randomly placed into the design- i'm even seeing some of the edges of it. it's so dominant i just kind of stare at it and ignore the rest because the image overall is so busy.
the grunge brushes don't really match the style of the image and are all over the place. the deep blue color has seemingly no reason for being chosen as color used, not to mention you barely see it. the use of that blue, red, and cyan seem very mismatched in general.
correcting the levels of that bg image would add a greater contrast if you can darken it. the text should get more emphasis than it has- it's lost in image.
i don't really know what the guild is for but i see this as being more futuristic just from what you've already used...
