the way you draw your eyes is very good. you just did to many edits and the face is to squashed, unless you wan't it to be a SD character

She looks very cute. I don't see any errors worth commenting on, except that you should color darker....^w^;; Don't use filters; they usually don't make your picture look better. Just change the brightness and contrast, and the levels. :]
