I guess that the easiest way to explain it is that Sailor Chibi-moon is Serena's daughter from the future. Chibi-chibi is the star seed of Sailor Galaxia. Totally different person. Chibi-chibi hasn't made an appearence in the American showings of sailormoon because they have not shown the star series (which is the only one that Chibi-chibi is in) Chibi-moon is pink, Chibi-chibi is red. Yeah. Though but it isn't weird that Rini has pink hair but Serena and Darina and Serena's past life mother doesn't have pink hair. Oh well its an anime. lol

Sailor Chibi Moon/Chibi-Usa is Usagi's daughter from the future. Sailor Chibi Chibi is Galaxia's star seed, in the anime, anyway. It's different in the manga, but I'm not sure what she is in it... she is NEVER Chibi-Usa's daughter though.
