I've been thinking about cosplaying as Sailor Saturn next year at a local anime convention, but I'm wondering how hard it would be to make the costume. What are some suggestions/your opinion on this?

I guess that all depends on how good you are on making costumes lol.
Do you have alot of experience with the sewing machine??
It would be simple if you have experience with making clothes.
When I was in 5th grade (I'm in college now, heh) I was Sailor Moon for Halloween. I wore a white leotard, a blue swish skirt, white gloves, red knee socks, and put my hair in pigtails. My mom made the blue collar and sewed bows onto the collar and skirt.
So... if a 5th grader can pull it off, you can, too...
Except maybe for the collar...

Eh...I'm...semi-good with a sewing machine...
But I guess if worse comes to worse, I can bribe my friend (who makes costumes for a lot of people) to help me make mine...^^;;
well, there's basically 3 main parts to the senshi uniform to sew
the skirt, the sailor collar neckline thing, and the shirt underneath (everything else you can pretty much buy)
all three are pretty much basic clothes, so i recommend going to a fabric store and looking through the pattern books for a pleated skirt, collar, and maybe a swimsuit-type shaped pattern and go from there.
the hardest part about those 3 things is probably making the pleats on the skirt even. and even that depends on your concentration while using a ruler
