They're supposed to be of the same race, I believe. And if not, eh. They just have similar character designs.

well, Toei animation probably had all these character designs of the Makaijuu race lying around, so...less work in an already, rushed production is an okay thing i guess (more time to work on the animation and coloring, i say)

besides Hikaru Midorikawa and Touma Yumi are such wonderful seiyuu, who WOULDN'T want them back in their studios

Actually Fiore came first. He was in the manga. Ail and An were solely creations of the Anime. For this reason they took the design from Fiore to fill in the second half of R with Episodes while the manga caught up.

you know i didn't even realize that... I have the manga on my computer (yay being able to find sites that carry scans of the manga <.< >.> razz ) I still gotta read it. I'll have to look out for him in it. interesting fact.

So a lot of them look almost exactly the same.
Often, the only difference is hair color or style,
while their faces are nearly identical.
