I adore Sailor Neptune but in Sailor Moon they keep talking about there only being five sailor scouts.. it confuses me! Will Neptune and the others join in in Sailor Moon season 1 or only in the other seasons?

The Main five are Sailor Moon, Mars, Venus, Mercury, Jupiter.
The other four are older and obviously have a different mission than the personal guardians.
Neptune is partnered with Uranus and Pluto and Saturn are part of their team. They do the grand scale stuff- Keep evil out of the solar system. Not just earth.
Neptune and Uranus join the group in Sailormoon Super.

Which season are you talking about? Because in the first season, they do talk about there only being five senshi. Pluto shows up in the second half of the anime's R series, Uranus and Neptune come in early in Super, and Saturn shows up toward the end of that season.
Like Rei Torano said, the "outer" have different jobs. Mercury, Mars, Jupiter, and Venus protect the Moon Princess while Uranus, Pluto, Neptune and Saturn are supposed to protect the solar system. Little good that seems to be doing.
