The Cleaners (always a noun, both plural and singular) aren't living in the conventional sense, they are like Angels (the Christian flavor). Not sentient beings, but instead appendages of the big guy, or in the case, the Abyss itself.
They "clean" the Abyss, they clean it of Crashers, and Breachers.
Like the watchdogs of the garbage dump.
