Clan Question

am i allowed to invent a clan, and if so, who do i tell to make it official?

Unfortunately, no.
Clans are the major players who run things in Byako.
Each one is led by a moderator here in the guild.
All of them besides the Jarians are still accepting members, though.
Each clan has different views on subclans.
Some will allow them to act as sort of miniature clans under the umbrella of the larger clan, while others will only accept membership to the major clan.
The easiest way to find out who allows what is to ask the clan leaders.
