I have a possible solution or at least a way to help things go more smoothly?
Anywhom, hopefully I don't get in trouble for not putting this in the Suggestion Box, but it seems to better pertain to this situation (And, I'm not sure if I get any feedback in the SB). Why not have it so that before Custom Jutsu ever even get to Mito, they have to make it past the Kage of the village. First, the Kage looks through and roots out those that they rule as having no chance at being accepted or anything. Said Kage then stores it in some kind of text file or something to keep it all organized, then, we have it to where certain villages go at certain times of the month. Say, the first week of every month, it is Leaf & Sand's turn to where at the beginning of the week, both Kages of Leaf & Sand would turn in their jutsu that have made it past their own rulings to be judged by Mito. He passes judgment, Kage's empty out their files, then begin collecting again for the next come around. Not sure if this would be too confusing, but it seems like it might also help. Either way, just an idea.

Eh idk how well that will work, it usualy just works smoother when it just 1 person doing all the work. Like Jesus
