It will depend ...meaning is too much variable, depending on who tell...to receive...and which is the situation.

By example... your friend can say hi pendejo ...as a salute (similar to hi lad ...you have a lot of confidence and you both are teenagers).

other example... You ask about someone, I know he/she is doing things which surely he/she will not dare no explain to his/her mother ...and i say...he/she is is a pendejo...with the meaning he/she is unfair.

This in general, then depending on different countries which we all talk in spanish, meaning can go from thief... to someone who dont work and use others help.... to worst.

In my case by example, is an outrage ( to receive or to give), even knowing is normal in other countries.

In Spain we don't use this word, in Latin countries I think is an insult, or a colloquial way to call a friend.

hmmm maybe if you are mad at your friend and really be pissed off then you might say "tu eres un pendejo"
meaning "you are a pendejo" but it is like a bad word or when you are just playing with your friends well you could also use the pendejo word smile

"Pendejo" is an insult or just a teasing word like "dummy," or "block-head." Just not as nice as those, it's a little harsher. But yeah, that's more or less what it means. Or is.
Just so you know, it can variate depending where you are saying it. In some countries it may be more of an insult, maybe even a swear, so try not to use it
