I'm wanting to make a skirt with scalloped hems (click here for visual - the skirt has 3 rows). I don't know how to hem it - would a facing be the best option? Does anyone have ideas?

Wish I could help you, but I wouldn't know. Just recently learned how to use a sewing machine.
Facing would be best. You will most likely want to fuse the facing as well to help hold the structured shape that's in the picture. To help hide any stitching you do at the top end of the facing, you may want to make sure the facing is tall enough that it's upper stitchline is hidden by the tier above it.

Yeah, facing would definately work best but you might even be able to pull it off with bias tape if you use a thick material for the body of the skirt and a ligh material for the bias tape.
