Lt Archangel 1. hmmmm the whole twin brother thing would just be a waste of time and money. Seriously a twin brother would just piss people off. 2. I would bring back Jack Krauser, the story would go that he survived both Leon and Ada's attack and is seeking revenge for what happened to him. 3. Actually Steve isn't dead yet. Wesker took his body so he can have the T-Verona virus since Chris killed Alexia. So he might be alive. 4. And I would second the motion for Billy Coen. But have coming back as a member of an organization, like S.T.A.R.S. or BSAA, and also helping Rebecca. Well, Steve DID die. Wesker just implied that he might bring him back to life. Which, I think, was more of a, "If Capcom for whatever reason decides to bring Steve back, they already have an excuse."
Billy, however, is not dead. I mean, he could be, but there has been absolutely no mention ANYWHERE of him dying. Billy is as dead as Rebecca, in that Capcom just kind of abandoned them.
