Lady Psycho Sexy Bulbasaur is the obvious choice.
Bulbasaur is cool, but you gotta look ahead. The final evolution is ******** ugly and the 2nd stage is so shitty I have absolutely no idea what it looks like anymore. EDIT: found it.

Bulbasaur has an advantage over more than half of the gym leaders and practically all of Team Rocket due to typing and immunity to poison. He's also got Leech Seed, which will pretty much clear the way for the next Pokemon if there's anything he can't take down.
Also, all decent first-gen grass types are ugly. At least Charizard and Blastoise can be replaced with the corresponding Eeveelution.
