Volkner not only has a very similar hairstyle to the Yondaime, but he has the same color hair and eyes approximately, and a similar build. They could be the same character design by different artists practically.
I believe it has been mentioned that the Yondaime was an orphan like Naruto with mysterious parentage. Could it be that he was accidentally transported to the ninja world from the Pokemon world by means of some kind of side effect of a high level/legendary Pokemon battle or weird experiment, and is actually a cousin/long lost twin of Volkner? Inter-dimensional reincarnation? Could they share a dimension traveling hair-stylist? How did the Yondaime's mere existence make Volkner suddenly more awesome, rather than in need of a haircut?
