Ruler: Susar, Empress of the Ghavials
Ghavials are large (10' to 20') reptilian creatures that loosely resemble crocodiles. A mutated species originally from the edges of the swamp closest to the Power Plant, they aren't too bright, but Susar, an enormous Ghavial, has assumed control and united them. She considers the Herla to be encroaching on Ghavial territory, and though she will not declare outright war against the Herla due to the Ghavials' relatively small numbers, she encourages her people to hurt or even kill Herla whenever they can get away with it.
