Who Or What Is Central Control?

I haven't read the manga (well, parts of it I have but not all of it) and so I was just curious who or what Central Control is, in the dub we hear about it and know that Arti was, once upon a time, pretending to be it but what or who is it? I mean, we have all the scouts, we have the cats, we know of the future king and queen etc but who actually portrays the CC? Is it someone from the future who has contact with those in the past or what?

heart The outline of the person in the manga is Venus. Since she was already a Senshi when the others started, she was in contact with Luna as Central Control, though I don't know if Luna was aware of her actual identity heart

Ahh ok, thanks but one last thing.

Why stay hidden? I mean if shes finding all this stuff out and telling Luna then why not come forward and say that she too is a scout? Why keep it hidden for so long when they all could have used her help before the discovery?

heart Because the readers don't know who Central Control is at that point in time. They recognize the outline of her when she appears though. And like I said, Luna might or might not have known about her being a Senshi. It wasn't brought up in the English version.

And the only reason I can think of to 'keep it hidden' was because Venus says that she's been investigating the enemy for a long time before the other Scouts even came into the picture heart
