based on a comic I saw, I decided to do a search.
"I should have kissed him"
~168k results
"I shouldn't have kissed him"
~391k results
"I should have kissed her"
~339k results
"I shouldn't have kissed her"
~125k results
not really that supprising, but still kind of funny. Both guys and girls have regrets, but those regrets are the opposite. Girls regret what they did, guys regret what they didnt. Thats what I got from the comic...but then I looked futher.
Now change it a little
"he should have kissed her"
~1,440k results
"she should have kissed her"
~1,300k results
We would rather see a guy kiss a girl, than a girl kiss a girl....But...
"she should have kissed him"
~397k results
"he should have kissed him"
~489k
We would rather see a guy kiss a guy, than a girl kiss a guy.
Thoughts?
(Also you are free to varify yourself, these were taken directly from my own searchs, and not a third party talking of searches)

So basically what we've learned is that this comic is unscientific.
Also, your data is missing some points.
"he shouldn't have kissed her" - 161,000 results
"she shouldn't have kissed her" - 153,000 results
"she shouldn't have kissed him" - 99,000 results
"he shouldn't have kissed him" - 151,000 results
So out of everyone thinking someone shouldn't kiss someone, girls kissing guys is the smallest, which the others being pretty even (though guys not kissing girls being the highest). But even more interesting, I think, are these ones:
"you should have kissed him" - 290,000 results
"you shouldn't have kissed him" - 107,000 results
"you should have kissed her" - 99,800 results
"you shouldn't have kissed her" - 246,000 results
Which seem to mirror the original idea, in a way. If we're assuming heterosexual pairings, this means that even though girls regret it more, the advice they're given is almost three times as high as the advice not to. A less dramatic, but similar, pattern is shown in reverse for men.
Interesting.
Oh, and there are apparently no results for should/shouldn't, him/her if the first word is "we".
EDIT: Just realizing something. All results with both she and her could be skewed slightly. The phrase, "She shouldn't have kissed her ______" where the blank is something like "ex" or "best friend" or "uncle" could still be talking about a guy. "He shouldn't have kissed him," on the other hand isn't grammatically ambiguous in that way.
