Gonna touch on some approval info and none approval info
APPROVAL PERT:
His natural ability is sadly too OP as is. Nothing is wrong with illusions that can be disrupted by water, however at y1 being able to play chameleon is OP, especially if it effects his natural form and his human form differently.
Think of y1 as something starting out. It's basic of the basic, running off of mostly just instinct and common nature for the species. If it effects one form- it's one form. His ability would be focused on his natural form most likely, his 'real' body if you will. Also keep in mind, his is a species that spends almost all it's life theoretically in water- having an ability that is rendered null in water is slightly counter productive.
I'd suggest picking one form for him to be able to change- or change it to a flat shapeshifting (horse to pin/half human form)
Year two and year three natural forms are not approved at enroll but rather once he reaches them- however I will echo the initial concern with the y1 ability. It's good to see that you have planned nat ability progression, but until y1 can be established, y2 and y3 will likely not be approved of down the road D:
His reasoning is a bit disjointed since kids/youths dont really get to run around halloween without some form of adult supervision. And a minor thing, (and hard to find so I can't fault not knowing)- Halloween creatures eat mostly for pleasure- fun facts

FEAR: A FEAR that effects a character's emotions isn't allowed due to powerplay reasons, think of it as something that effects his appearance that would throw off another person- Maybe his illusion is that his face becomes suddenly uber scary, or that or it leaves a watery image to in front of him that helps distort what others might see.
And like natural abilities, y2+ are not approved at enroll, but I'll comment on them since they can also be problematic-
Y2's FEAR would not shift him to a totally new form or a random switch over to his natural form. They're something that should be useable ideally in both forms, such as a flat charge attack.
Y3 is actually fine to me, I don't see any issues with it.
Non approval pert-
He's only got two personality traits! While both are good, they don't tell me much about his character. How he works in groups, how he reacts to anger, if he is anything but a supposed gentleman that flirts with the ladies.
Try to expand on other aspects of him, after all, there's got to be more to him than just womanizing and gentlemanly habits!
Other than those things, he's fine!
