This is what it's come to...
For centuries, the shadow organization known as the Yatagarasu has stood at the backs of the Japanese leaders, government, and people as the backbone of the supernatural support against threats throughout both the country and the world. Spearheaded by the quartet of Kuzunoha that codify their strength and pursuit of the greater good for the island nation, and supported by countless clans and warriors throughout the world that pool their strength for the cause, they have never failed the country in its hours of need...repelling deity upon demon...devil upon devil...curse upon world-shattering calamity...they had always stood firm. Centuries had passed, and legacies grew throughout the organization; names became akin to godlike monikers for those who earned the right to inherit them. To be a Kuzunoha meant success and power...to serve the surreptitious protectorate of the country was to be a part of an organization that did not fail...that did not waver...that acted ruthlessly and without question in the defense of an ideal that endured throughout all the days of the nation of Japan. Lines of power and secrets and 'names' rose to prominence...and faded into the ages...but the names of the Four Kuzunoha lived on, endured, grew strong. Ichiro...Kyouji...Geirin...and Raidou...these four protectors of the country and those who supported them were the fear of the supernatural world. They were the epitome of greatness and power. And there was no problem that their combined might could not overcome...
...Until now.
The Supernatural Hotbed, the Tri-City Area between Inaba, Okina City, and Iwatodai, is lost...a wretched Hellhole of empowered humans, tyrants and devils, and threats each one beyond the imagination of any normal man. The Anti-Spirit, Tiir Rumibul, remains free amidst the area...his very nature a threat to the continuation of the nation and its power as it is known. And no number of summoners, government agencies, or well-intentioned allies have been able to stem the growing tide of danger within the town adequately enough to convince those with the power to see that the rise of a Hell on Earth can ever be stopped. Evil reigns within these towns, and it grows stronger every day. Servants of the Crows entrusted with their defense have fallen into darkness or find themselves hopelessly outmatched. All the world awaits the quelling of the strange events at the festering heart of the island nation, but the expected stem of the tide has not come. There is no time left to consider the options, no more time to wait for those who fight for good to cleanse the area of what has long-since become a lost cause. There is no time for compassion, nor is there any remaining hope for a cure to the rise of darkness within. The arrival of the Anti-Spirit is the sign; all efforts laced with mercy, with pity, or with hope have failed. The time has come for a more complete option...a more desperate attack...a final solution.
An order has been given to all servants of the Yatagarasu, to join together for the final assault; a weapon of impossible magnitude has been authorized...and with it, the destruction of the irreparably infested cities of the Supernatural Hotbed, has been signed in blood. Raidou, Geirin, and Kyouji have been enlisted to lead the charge; all of the Heads of the Yatagarasu's most powerful clans have been called upon to assist in escorting this weapon to the field and ensuring its absolute deployment. And as the gravity of their plan begins to grow clear, any number of enemies will emerge from the world around to stop them...all too late, the Crows hope...for to approve of such an action is the most grave of offenses, even within their own pitiless organization. The cities must be cleansed...the country must be protected...all of the loss of life cannot simply have been for nothing. The Crows unveil their weapon first in Iwatodai, but their servants await challengers in all three of the cities surrounding. None will escape without battle...many, will never escape at all...
Among those who oppose the implementation of the Yatagarasu's Final Sanction are a group of allied heroes and ambiguous warriors who have banded together to save both themselves and the people of the cities that lay in the path of the Crows' weapon of mass destruction. The Grand Shield, lead by an unquestioned hero in Soji Seta, stands between the town of Inaba and those who would seek to destroy her. Allies who seek to defend the small town from the destruction that threatens to come will join together in a last-ditch attempt to protect what is precious to them...to convince Japan's protectors that the world is not quite as lost as they seem to believe...and at last end, destroy the shadow organization that has protected them for centuries to preserve their hope for just a while longer as best they can.
The Central Pillar is a defense squadron arising in Okina City under the direction of agents of the Shogunate themselves; a vital backbone in the defense of the tri-city area, they lend their courage, power, and supplies to those who seek to defend the lands of their forefathers from the protectors who seek to destroy it. Balmung of the Azure Sky leads the faction which seek to defend Okina from the destruction set to be unleashed upon her.
In Iwatodai where the hammerstroke is likely to fall the hardest, there is a powerful alliance of citizens, soldiers, and members of the Shadow Operatives Organization that have come together to stand in defense of the most urban target within the so-called Supernatural Hotbed. A ruthless and intimidating faction known as The Executioners have aligned themselves under the combined direction of Mitsuru Kirijo and Minato Arisato. With the old dormitory as their command center, they seek to prevent the very first of the great blows of the war from landing on the city of Iwatodai...their combined powers hoping to stop the attack of the extermination of the Yatagarasu from spreading beyond their own city. An attack-heavy focus is central to this area's defense plan, in hopes that breaking the will of the Crows early and showing them the strength of the city's remaining defenders will convince them to back down from the genocidal path that they have deemed necessary for the preservation of the nation of Japan as a whole. It is a desperate, but formidable team that the Crows and those who side with them are like to face in the attack on Iwatodai. Everything, the entire plan, may hinge upon the outcome of the engagement here...

And yet, even with genocide and the destruction of a portion of the country's heart at stake, there are those who will not fight for the preservation of the land no matter how imperiled it has become. There are those whose selfish aims, whose deep hatreds, and whose thirst for chaos will lead them to reopening old grudges at the most inconvenient of times, taking advantage of the distractions and chaos to kill or hurt or destroy or steal whatever they should please. In all three cities these types of people, these groups will no doubt emerge. And Agents of Chaos will be at the forefront of this disorganized and mistimed chaos, seeking to upend the social order and take down their enemies no matter the overall cost!

Were it not for an anonymous tip from someone within the Yatagarasu organization, there would be no warning...and the cities would be gone within a blink of the eye. Thousands would have perished...but now, with a window of warning, a chance for salvation for those who live within remains.
Those who hear of the battle will then have a grave decision to make...

Lead by Soji Seta, Balmung of the Azure Sky, and Mitsuru Kirijo and Minato Arisato, they seek to repel those who would do harm to the cities and the innocents within. They seek to take the weapon of the Crows as their own and hide it away, to ensure that it can never be used against them again...
Scavengers of all sorts come to take advantage of the carnage, to pilfer any loot or supernatural advantages that may crop up within the destruction.

As the battle commences and warriors are beaten and/or eliminated, opportunity may arise to discover [Rule Fragments], or relics of immense power dropped by agents of the Yatagarasu in your area that were approved for use in the battle but lost; if you recover one, you may well become its new wielder and obtain an incredible power. But you may also become entangled in a deeper conflict.
6. Once you have reached the stage where you are more entangled in the events and battles, alliances may be abandoned or held true, with perhaps [The Weapon] intended for destruction of the cities standing as the ultimate prize for craftiest, most powerful, or best of the bunch.
