Steps:
Cut fabric into desired shape/size x2
Sew the pieces of fabric together, remembering to sew on/in a hair elastic at the desired point

Personally, I just selected thread that I happen to have random bits of and am not too worried about being all neat-and-tidy-perfect about my stitches but that's just me.
Originally I started out making a training charm for my dog, because I'm teaching her to pick things up for me off the floor and she won't touch the metal of the keys so I need something big enough she can easily grab it, but small enough not to be a bother to pack around all the time, so I decided to try my hand at a quick little project while watching a movie and the result was the star. I knew as I was making it that Saphi-cat would think it's a great toy because, well, it's a hair elastic, with the added bonus of a little shape/toy. Sure enough, I set the finished star on the couch the next day and soon enough it's on the floor.
I gave her the star and butterfly tonight - she had a blast.
