Description: Tsukishima (月島) area is located in central Tokyo, it’s an artificial island on Tokyo Bay and along Sumida river. The area is much quieter than other touristic districts in Tokyo and more like residential area with lots of local flavour. Tsukishima is is best known for Monjayaki dish which is originated in this area.Over 70 Monjayaki restaurants gather here. The street has been attracting tourists and Tokyoites in past years, and usually very crowded during lunch and dinner time. Nowadays, many restaurants on Monja Street has English menu and some has English speaking staff.

While most people was being productive during the day. In a blacked out room above one of the many restaurants in this district. A man shuffled in his bed before a light suddenly dimly illuminated the room. The source a LED screen from a phone on the same bed, tilted over while a single hue gazed the time. 6:37pm... It was already this late? The thought pondering on his mind the man rose in the darken room until he was on his feet and headed for the bathroom near by. His phone left behind faced up on his bed a finger flipped a switch. The light turning on in the bathroom leaving the man looking at his reflection in a mirror. Crimson hues reflecting themselves his hand nonchalantly reached over to turn on the shower. Sound of water hitting the the showers floor filling the air, steam started to raise. Taking the time to brush his teeth while the water heated, he'd enter after he was done. He slept naked.
*Beep Beep*
Exiting the bath room about fifteen minutes later with a towel wrapped around his waist. The raven haired man went to pick up his phone seeing a new post had been made on the bbs. Eyes sharpening to the post on the bbs his mouth fashioned a smirk. "Ooh? The Fang Regalia huh? Couldn't hurt to check it out and crash the party if I need to~" His train of thought spoken out loud to himself. Getting ready in another ten minutes he'd throw on his blazer and grab his partner before stuffing it away. His treks strapped to his feet he'd walk out his door, leaving it slam behind himself. "I might be out late tonight again. Leave me something out to snack on Obaa-chan." Heading down the stairs of the restaurant he lived above, he'd speak to a old lady while he passed. Grabbing a cookie on a counter as he was leaving. "I'm heading out." Pushing passed cloth that partially covered the entrance. Alpha was seemingly gone.
Air whipping passed a blur like figure blazed by many. His run hot the air feeling as if it was set ablaze in his wake. His treks roaring out he'd take flight with a powerful jump. His strides becoming leaps while he blazed across the sky line of building tops, before a blaring horn from a train near by caught his attention. His wheels kissing the concrete under himself they'd lead him towards his destination. With another leap he was soaring. As if he was weightless. Free from the buildings that were underneath him holding him back. His legs tucked up as if he was about to land. The only thing ahead of him, a set of train tracks. A train on them very tracks whipping passed abruptly. Leaving the ebony hair man disappearing once more as fast as the train took him. He'd take the train.
After his particularly good fight with Ritz, Serin had begun back on the way to Kanagawa, however he made a stop in Tokyo as he wanted to head to Monja Street for some food. After getting some monja from one of the vendors along the street as opposed to one of the building based restaurants. Sitting at a table outside he would unroll a few papers he had. Eating while he would begin to scratch his pencil on the papers. With a bit of a close inspection it looked like they were blueprints almost of some things he particularly wanted, not detailed by any means. They were much more like ideas instead, A particularly mechanical arm with wheels on the forearm and a set of wheels that seemed to unfold into a blade. He was thinking about this stuff for a while taking into consideration how he fought, what he compared it to in terms of going against the other riders who were particularly....supernatural some might say. He just kept working on it....but he knew he didn't know enough about this stuff to make them. He would eventually need someone to make these things for him.

Gliding on her treks Minerva yawed a bit, the big sorta training wheel looking disk wheels on her treks making it wonderful for traveling around neighborhoods feeling a bit more stable as she looked at the restaurants and stopped her ride to look at her stomach. "what... are you... craving?" She said talking to her stomach as she gently rubbed the top of it in circles while looking at the various restaurants to eat at before eventually leading to her gaze settling on a ramen cart outside rather then a restaurant that she nodded and slowly glided over. The pregnant tuner would sit down an order a huge bowl of ramen to eat as she looked out at the crowds with a yawn and a stretch her hands both on her stomach for a second waiting for her food as she waited. Her left hand moving to the mysterious merchant tech she just made taking out a tuning screwdrivers and playing with it a bit as she continued to wait for her big meal, while her right kept rubbing her stomach.

While eating for a moment, Serin decided to look up. On looking up he noticed a particularly large woman, pregnant most likely, sitting in front of one of the Ramen carts on the street. She seemed to be waiting for her meal...but also seemed to be playing around with some sort of tools. Serin thought that maybe she could be someone he could go to in order to bring his idea to life. Picking up his papers he would find himself slowly striding over to where she sat at. A bit of a smile on his face, though not a particularly happy one just one that was on his face, he would speak. "Hello, uhm, I am Serin. You wouldn't happen to be uh...one of those people who make and alter air treks...I don't remember what riders call them..." He would ask, sitting at one of the chairs at her table.

Minerva yawned again still waiting and she knew why as she did order quite a big bowl as she played a bit with the screwdriver while resting her hand on her stomach. When someone spoke up she looked at him a bit lazily as she listened to him. "Yes... I am... a tuner." She explained looking at him in the eye with her own a bit before she looked up as it seemed her meal had arrived so her blue and green eyes went from the boy to her meal so she could take a bite. "Are you.. in need...of a tuner?" She asked in between eating and moving back. "If you are... I can help... just need to know... exactly what you... want. As well as... finish my... meal." She explained moving back to yawn, before giving the boy a smile as she continued to eat the ramen to satiate her hunger as she got out more of her own tools hoping it was a job for her new tech the mysterious merchant or the controller one wheels.

Tuner, that is what they were called huh? Since it seemed this woman was indeed one at least he found the person he was suppose to be looking for. "Thank you, I will wait until you are done." Since it seemed she was a bit pre-occupied with her food although willing to help Serin would wait until she was done with her meal, it was only polite after all. When she was finished Serin would pull his paper with his roughly drawn blueprints if two devices. "Well, these were my ideas." He said, as he also thought about it. "Maybe a general upgrade to my Air Treks as well, nothing big." Serin wasn't sure of all the big technical stuff that would go into making these things...but otherwise he was fine. "And, if you want you can keep the rough blueprints of these things." He added.

Tech Rank: C ► Right Battle Arm Effects: A fairly simple in concept arm made up of AT Technology and what not. The tech slides onto the arm and has no smaller form making it fairly large and hard to carry around aside from wearing it.
There are 4 disc like wheels on the side of the arm; all 4 on the forearm positioned close together meaning from wrist to elbow. There is also an exhaust like vent on the palm of the arm weapon. When pressure is properly applied from certain movement of the arm, specifically when the arm is flexed bringing the forearm closer to the upper arm, the wheels begin to rapidly spin and creates small air vacuums between the wheels. Which is simply the zero-max-zero mechanic commonly used by bloody and death road riders.
On it's own this allows the wearer to take, almost head on, many air based tricks by simply flexing the arm and moving to smash the wheel side of them into an oncoming trick. Of course this only really works with tricks one would be able to hit in the first place, often times doing this to an AOE is pointless. Doing so uses wear and stamina as if it were a technique of the rank the arm is. [Simply so that it can be upgraded.]
Outside of this the arm functions well as normal air treks would, although seems to be more catered to use by bloody and death riders. [Prize From Warehouse Event]
Tech Rank: C ► Wheels of the Blade Singers Effects: These are a part, specifically wheel type. Designed as a pair, and intended on being placed in one wheel spot per AT. On average the parts function as normal wheels, however they have a mechanism that is triggered by the lifting of that particular wheel into the air, most often in a diagonal AT position. When the mechanism is activated the wheels unfold into a one and a half foot long blade. When the foot is swung the mechanism is triggered once again and causes the blade to unlock into smaller sections connected by a durable and flexible metal like wire. This turns the blade into a blade-whip sort of weapon that can extend to a max of 3 feet. [Costs 1 AP]

Minerva would reach to look at the blueprints keeping them arms length away so they wouldn't get dirty as she ate as she continued to glance them over. Seeing the concepts of what the person wanted made her smile it was interesting the best kind of interesting. Handing them back she'd quickly finish eating and rub her stomach before looking at him. She;d write down the price as she looked at him, "this will be... the price for... commissioning me." She said turning her seat to him before looking continuing. "though... just a simple... upgrade? you can... go further to B-rank.... treks you know it opens... two... slots. Which you could... add a part later." She said wanting to make sure this was what the boy wanted before, after confirming that she'd tap the stall a bit. "if your sure... put your treks.... here and... order something... to eat, while... I work." She said getting ready to make the parts getting her tools out. Before the cook could complain minerva ordered another bowl to keep him busy and to apologize for using his cart as a table.

With the Treks on the table minerva took a look at them,"lets... see... what makes these.... tick..." She said using her own tech the mysterious merchant to get her parts ready to make a and build the boys stuff right then and there. Humming Dr. Wily's castle to herself she'd start with upgrading the treks first all except the wheels. Removing parts and limiters first. "standardized treks, sooooo many useless parts." She said her personality coming out due to the fact she was working on something she liked as she got to the real stuff. Minerva would remove the motor, and replace it with a better one, followed by the frame working outwards while keeping the look of the treks unless Serin wanted otherwise. Working on them bit by bit at a time until they were like brand new and stronger. Albeit without wheels currently as she giggled looking at the blue prints once more as this was going to be fun.
Adjusting her glasses Minerva would working on these wheels having to take a close look at them as she worked on designing the wheels. As she took apart the sections to add the blades and wire to it. "hmmm tricky." She said looking at the part intently. "Like Ivy's sword as a wheel." She commented slowly getting the wire and blades on before working on how it would close into a wheel and back. When she was down she'd giggle like a school girl at the machinations of this little part before she put a hand on Serin pulling him back a bit and moving his ramen off the counter for a second as she triggered the mechanism with a special tool as a test letting the blade shoot out and cover the counter before retracting into itself. Then it was okay to put back down the ramen. "I'm adding a extra toggle for this just so every time you lift your foot it doesn't become a blade on accident at the wrong time." She commented as she worked still humming various megaman theme, as she custom tuned adding the wheel parts as well as the wheels to the new C-rank ATs.
Now it was time for the Tech part as Minerva slowly got up moving over to Serin taking measurements of his arm for a second before sitting back down. "can you eat with one hand?" If he couldn't she'd wait a second for him to finish but when he could she'd basically commandeer Serin's arm as she worked on the parts around it. Starting with the inner frame making sure it fit snugly on the forearm. Then the mechanics and motors for the wheels. "Don't move too much please.... sooo exciting to see this work." She said giggling like a mad doctor at this part which fascinated her. She'd flip his hand over to work on the exhaust for the palm lightly touching his palm as she gauged where to set it that would be most comfortable and when that was done she'd flip his hand to show the back of it as she worked back on the various mechanics and circuits to making that part work. Following that was the main four wheels and the outer shell that held the mechanics inside. "This may or may not tickle when i activate it. I have to test it to fine tune it." She smiled getting the special tool and activating the tech to see if everything worked right. Hearing a noise Minerva would find tune various parts of the arm until it ran smooth. When it was done she giggled her mind full of ideas, however the sound of a new bowl of ramen brought her back to reality.
Starting to eat the second bowl Minerva started to calm back down as she looked at Serin. "All... done... unless you.... need something... more?" She asked a hand on her stomach as she put away her tools and extra parts away.

Serin watched as the woman's personality began to shine through as she began to work on the pair of air treks. It was a bit odd to see such a switch so quick, but Serin didn't mind it much. Eventually his food had come, but not soon after he was moved away from the table and his food lifted off the table as she tested the blade whip like wheels. Serin himself rather satisfied with this, his food placed back down after the blade was once more in it wheel form. Serin would begin to eat his ramen and continue to watch. When the tuner mentioned that she was adding an extra toggle for the wheel he nodded quietly. Listening to the hum of mega man themes.
Then suddenly he was asked if he could eat with one hand. Serin nodded and began to do just that, giving her his right arm to allow her to work on the arm weapon that he designed. She said not to move much and would find that Serin was very easy to work with in that regard, an odd stillness to his arm she was working with despite eating with the other. As the work progressed Serin nodded when she mentioned it tickling when she activated it....which it kind of did. Then suddenly when everything was done and over with a large bowl of ramen seemed to cause the girl to snap back to how she had been before she began working. Serin finished his own Ramen just as that happened. Flexing his newly equipped arm, looking over his air treks, then smiling and nodding to her. "They're perfect, thank you for this. I don't know many people that can do this stuff, but I'm sure you're one of the best from that display." Serin said to her, once more sliding his newly upgraded air treks on his feet and standing. Reaching to give the tuner her payment as well as pay for the ramen he had bought. "That's all for now, If I need anything else or any more upgrades done I'll make sure to find you again." He said with a bit of a smile on his face, then a wave and suddenly a stride off and away excited to test out his new equipment.
