This is really nice!
First off, I'd suggest you make the lines thinner and cleaner. That's the main issue I have with this.
I'd also make her pose more animated; she looks a bit stiff.
Finally, I think the crown is too 2D for the picture; it contrasts with the rest of the shading.
But other than those issues, I think the picture is wonderful! I like how shiny you made everything, especially the lips and her eyes. I also like the highlights and lowlights in her hair. That's a pretty unique style of coloring hair. I also like the background - very creative.
Good job! I'm sure your friend will love it.
Or, if it's past your friend's birthday...I'm sure he/she loved it. sweatdrop

I think the shoulders are off, her neck seems closer to her left shoulder than her right. O.o Other than that, however, great job! XD

Lovely style, but i think the facial lines need tidying just a little, the hair you can get away with makes it look more whispy in my opinion.
Great design with background.
