Frost Stone can be found obtained by the Airplane (8%) and Car Heartless.(12%)

Twilight Gems are giving by the Assasin Nobody (The ones that sink into the ground.) 12% chance

The numbers are your chances of finding it normally. to increase those chances find and equip these Items/abilities

Meteor Staff-Port Royal (Seadrift Keep)
Genji Shield-Finish the Titan Cup
Sweet memories- Complete 100 Acre Wood
Lucky Ring- Complete the Pain and Panic Cup

Lucky Lucky (for Sora Donald AND Goofy)

Because this is the Maximum amount of Luck you can get in the game. (that should total 7x normal Luck.) you should eventually "drown" in Items, Synthesis, Healing or Extra (weapons for Donald and Goofy)
