The Starrk Clan Kekkei Genkei ins most basic form attirbutes a third element into the normal two elemental basis that most shinobi with-hold,The user alsohas a set of unique techniqes similarto ninjutsu, usng there elements in order to unleash devasting assaults The Elemenal pairings go as such.
Katon-Mizu(water/ice) = Raiton
Doton-Raiton = Katon
Raiton-Katon = Doton
Doton-Katon = Mizu
A second tier with this elemental friendly kekkei genkai
is the ability to reconnect lost connecitons between certain techniques.
though in order to do this the usermust have one of teconnectins inside himself
Ex. Kisuke having the Sharingan through bloodline alows him to reconnect to the Byakugan thus recreating the Rinnegan.
The Third Tier of this Kekkei Genki
awakens the daemonic(old god) blood running through the veins of the Starrk clan. Thus giving them massive amounts of chakra, stamina, strength and speed. Almsot to the factor to where its consider'd 'inhuman'.
The Final Fourth Tier of this Kekkei Genkai
Allows the person to use a multitudes of techniques.
Such a technique called Hierro which allows the user to use chakra to harden there skin to a point where it would take massive force to break through.
Another ability allows the user to concentrate his massive chakra source in a single blast in order to eliminate a single foe or many.( effects vary on elements included and amount of chakra concentrated.)

Well if you must know:
Kisuke grew within' the confides of Konohakugure just as many of his fellow shinobi did, he greq wthout knowing who his father was thus making him a b*****d child, he lived off with is mother helping her around the house as he attended academy. At the age of 6 he graduated from the genin academy becoming a chuunin at the age of 8 around the age of 15 he came home one day to find his mother in a pool of her own bood, a rustling noise was heard in the back...petty rogues came in a slaughter'd his mother.apon coming onto his mother's death he activated the 3rd tier of his Kekkei Genkai, apon findingthe rogues, he ruthlessly slaughtered them. After this event Kisuke became rather to himself not preferring to talk to others unless nessecary though slowy he has come from his shell he still harbors a cold prsonality toward most. At the age o 16 he became a Jounin, but it wasn't until the age of 17 that he unlocked the fourth tier of his kekkei genkei.
