In Kurtis' future, the world is ran by a global system of police called the Cyber Troopers, and Kurtis is a tester for their latest model RayStorm MkII. During testing, a Terrorist group calling themselves Tantagram attacked the base, trying to steal the Prototype. He made an emergency Link with RayStorm to fight them off. The head of the Cyber Trooper squad gave him full right to keep Raystorm for himself. Ever since he's used Raystorm to fight Tantagram, and other criminals around the world.
