I don't know which you want to do first, the setting or the character. I usually start with the characters, but you might do differently.
The characters play an important role in deciding what the setting is. For example, if the character is brainy, they might live in a high-tech place. If they grew up on a farm, they might live when the pioneers first came.
(By the way, most of my stories take place in their own made up world. That's also an option. Make up everything in the world. Of course you don't have to. Your book is your book.)
If the setting is an alien planet, you have to decide a lot of things about the setting. Where do the aliens live? What do they eat? Do they worship any gods or goddesses? You have a whole world of possibilities! xd
Just remember to have fun while making the setting or a final decision. If you absolutely want a certain character in your story but it doesn't fit the setting, tweak the setting! A story is decided by not only the setting, but the characters that live in it.
