The sewer system under Coil City was both extensive and unique. Where most systems consisted of several series of pipelines that carried waste and storm water to different water treatment facilities throughout the same municipality, the system beneath Coil City was a singular mesh of tunnels that served as a giant treatment facility on its own. Two branches of pipelines entered and exited the tunnels, one carried dirty water in, the other carried purified water back out again. The system was in perpetual motion, constantly providing new recycled water to the city.
The sewers, however, served in another way as well. Because all the tunnels were interconnected, they provided an underground route throughout the entire city, if a person knew how to navigate them.
Colin Black was one such person.
