His proper (and now, apparently, forbidden) name is far too long to remember, but this is sort of an amalgam of "the many faces of Seregil." He's got his Rhimínee Cat rig on, complete with mask and handy-dandy belt pouches, but his hair is down in the manner of foppish Lord Seregil, he's wearing a green Bôkthersa Aurënfaie sen'gai (headcloth), and although you can't see it, he's got the scar (a tattoo was the closest I could come on Gaia) he got from a seemingly harmless wooden disc... He is empathetically not carrying a sword, after what happened with Nysander, but he does have his trusty old poinard. I'm going to say that the papers he's carrying are from the first book, when he set out to catch a forger, but they could just as easily be Phoria's orders for Klia from the fourth book, some illicit letter or invoice he'd been sent for as the Cat, or maybe even the beginnings of the song he was writing in the second book.
