Background Story

Arashi was another surviving Infant of Orochimaru's experiments. He, like Yamato was injected with DNA, but unlike Yamato, Arashi was injected with blood of The Fourth Hokage. The experiment was presumed a failure as he was presumed dead. But as Orochimaru's lab was being cleaned, Arashi was breathing. Due to some miscalculations in his experiment, Orochimaru caused Arashi to develop a coma of which he would not begin to age. The Third Hokage made documentation of this and only allowed the current Hokage to know of this survivor. The Third had a secret staff of medical ninja to care for Arashi. When Minato took his place and learned of Arashi, he had a new staff of analysts begin tests to Arashi, which was ultimately successful. Arashi woke up from his coma shortly before Naruto was born. He grew up a secret from everyone in Konohagakure except for Tonbo, who took him in. Being blind Tonbo knew not of Arashi having Minato's DNA. Jiraiya did however know and made secret visits to train Arashi. Kakashi and Jiraiya were both told of Arashi's existence before Minato died. Arashi learned of his rare DNA in a confrontation with Orochimaru.
