Looks like Eyes from Spiral... ^w^
The detail is epic. It's not crappy at all. But like people before have said, the lines on his arm bug me, as do the feathers. They're really cool, but there's too much going on there and it doesn't really look like a wing, more like a bunch of feathers pulled together into a wing shape.
