Infact it is Butch hartman!
Skarr first appeared in the short series called Evil con carne(Spell check) and then The two mini series Billy and mandy plus Evil con carne joined into one show.
Eventualy they dropped con carne and went with billy and mandy, the characters from con carne Cameo alot in the Billy and mandy series. - Report As Spam
