I think I'm actually the only who has done Allen in this outfit before ^^
This verson of him appears in chapter 166 of D.Gray-Man, and it's before Mana adopts him.
I tried to get all the clothing as close as I could. The only problem was with the hand.
In the picture, Allen's eyes are blue just so you know.
Anywho~

maybe a bandana would be better for it instead of the scarf...though, I think it's fairly good...
also, if his eyes are blue, why are yours green? @.@
