Dizzy from the Guilty Gear series.
Instead of going ahead and using all the shadow legend stuff to create her, I only used it for the wings. I tried different items otherwise to create her as closely as possible!

That face is very unappealing.
It ruins the whol ething.
And if it is "cute",
then wow.
Setting opinion aside;
it is fairly good,
though the hair could have been improved, perhaps.
